The right to appeal decisions and actions (inaction) of officials in pre-trial proceedings as a guarantee of judicial protection of the rights and freedoms of citizens in criminal proceedings is established by Article 46 of the Constitution of the Russian Federation.
A generalization of judicial practice has shown that courts generally correctly apply the provisions of Article 125 of the Code of Criminal Procedure of the Russian Federation. However, when courts resolve complaints, unclear and controversial issues arise that require clarification. For the purpose of uniform application of the law, the Plenum of the Supreme Court of the Russian Federation, guided by Article 126 of the Constitution of the Russian Federation,
decides:
1. Courts should keep in mind that, based on the general provisions of criminal procedure legislation, consideration of complaints in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation takes place in the form of the administration of justice according to the rules of adversarial proceedings in open court, with the exception of cases provided for in Article 241 of the Code of Criminal Procedure of the Russian Federation.
Judges must, on the basis of available data and additionally presented materials, verify the legality of decisions and actions (inaction) of officials specified in Part 1 of Article 125 of the Code of Criminal Procedure of the Russian Federation regarding the stated demands of citizens to eliminate violations that infringe on their rights and freedoms.
By virtue of Part 4 of Article 7 of the Code of Criminal Procedure of the Russian Federation, the judge’s decision made based on the results of consideration of the complaint must be legal, justified and motivated, based on the researched materials with verification of the arguments given by the applicant.
When checking the legality and validity of decisions and actions (inaction) of the inquirer, investigator, head of the investigative body and prosecutor, the judge should not prejudge issues that may subsequently become the subject of trial on the merits of the criminal case. In particular, the judge does not have the right to draw conclusions about the factual circumstances of the case, about the assessment of evidence and the qualifications of the act.
2. Explain to the courts that in addition to the decisions of the inquirer, investigator and head of the investigative body on the refusal to initiate a criminal case and on the termination of a criminal case, other decisions and actions (inaction) of officials taken at the pre-trial stages are subject to judicial appeal in accordance with Part 1 of Article 125 of the Code of Criminal Procedure of the Russian Federation criminal proceedings, if they are capable of causing damage to the constitutional rights and freedoms of participants in criminal proceedings or other persons whose rights and legitimate interests are violated, or may impede citizens’ access to justice.
Other decisions and actions (inaction) that could cause damage to the constitutional rights and freedoms of participants in criminal proceedings should include, for example, decisions of the inquirer, investigator and head of the investigative body to initiate a criminal case against a specific person, to make payments or return property to the rehabilitated person, on the refusal to appoint a defense lawyer, to admit a legal representative, to select and apply procedural coercive measures to the suspect or accused, with the exception of bail, house arrest and detention, which are applied by court decision.
Those that impede citizens' access to justice include such actions (inaction) or decisions of officials that limit the rights of citizens to participate in pre-trial proceedings in a criminal case, which create an obstacle for a citizen to further seek judicial protection of a violated right. These include, for example, refusal to recognize a person as a victim, refusal to accept a report of a crime or inaction in checking these reports, a decision to suspend the preliminary investigation, and others.
3. The law guarantees participants in criminal proceedings and other persons in respect of whom their rights and freedoms have been violated, the opportunity to appeal to the court the decisions and actions (inaction) of officials carrying out criminal prosecution, and determines whose decisions and actions (inaction) can be appealed to in accordance with Part 1 of Article 125 of the Code of Criminal Procedure of the Russian Federation. Based on the fact that they are considering reports of a crime, other officials and bodies, for example the head of the inquiry unit (part 2 of Article 401 of the Criminal Procedure Code of the Russian Federation) and bodies inquiry (part 1 of article 144, part 1 of article 145, part 1 of article 146, part 1 of article 148 of the Code of Criminal Procedure of the Russian Federation), the applicant has the right to appeal their actions.
At the same time, decisions and actions (inaction) of officials whose powers are not related to the implementation of criminal prosecution in pre-trial proceedings in a criminal case (for example, a prosecutor supporting the state prosecution in court, the head of a pre-trial detention center) are not subject to appeal under Article 125 of the Code of Criminal Procedure of the Russian Federation. . Complaints against decisions and actions (inaction) of officials of the prosecutor's office related to the consideration of supervisory complaints against court decisions that have entered into legal force are not subject to consideration by the court.
4. Based on the provisions of Part 1 of Article 125 of the Code of Criminal Procedure of the Russian Federation, decisions and actions (inaction) of officials in connection with their powers to carry out criminal prosecution can be appealed.
In this regard, the courts should keep in mind that within the meaning of Part 3 of Article 5 of the Federal Law of August 12, 1995 No. 144-FZ “On Operational Investigative Activities”, in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation, decisions and actions of officials can also be appealed persons, bodies carrying out operational investigative activities to identify, suppress crimes, as well as verify received statements and other messages about a crime committed or being prepared in order to carry out the instructions of the investigator, head of the investigative body and the inquiry body.
5. Within the meaning of Articles 123 and 125 of the Code of Criminal Procedure of the Russian Federation, any participant in criminal proceedings or other person has the right to file a complaint against procedural decisions and actions (inaction) of an inquirer, investigator, head of an investigative body, or prosecutor to the extent that the procedural actions performed and procedural decisions made affect him interests, as well as a defender, legal representative or representative acting in the interests of the applicant. The applicant’s representative may be a person who did not take part in the pre-trial proceedings in connection with which the complaint was filed, but is authorized by the applicant to file a complaint and (or) participate in its consideration by the court.
Other persons have the right to appeal decisions and actions (inaction) of officials carrying out criminal prosecution to the extent that the procedural actions performed and procedural decisions made affect their rights and legitimate interests. They can be, for example, a guarantor (Article 103 of the Code of Criminal Procedure of the Russian Federation), a person to whom the minor is placed under supervision (Part 1 of Article 105 of the Code of Criminal Procedure of the Russian Federation), a pledgor (Article 106 of the Code of Criminal Procedure of the Russian Federation), an applicant who is refused to initiate a criminal case (Part 5 of Article 148 of the Code of Criminal Procedure of the Russian Federation), a person whose property is seized or damaged during a search or seizure. The applicant can be either an individual or a representative of a legal entity.
Restrictions on the right to judicial appeal of decisions and actions (inaction) affecting the rights and legitimate interests of citizens are unacceptable only on the grounds that they were not recognized in the manner prescribed by law as participants in criminal proceedings, since ensuring the rights and freedoms of man and citizen guaranteed by the Constitution of the Russian Federation must follow from the actual position of this person as in need of ensuring the corresponding right.

In cases where the place of the preliminary investigation does not coincide with the place where the act was committed, a complaint against the decisions and actions (inaction) of the inquirer, investigator, head of the investigative body, as well as the prosecutor, in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation, is considered by the district court that is territorially located in the place of conduct of the preliminary investigation, determined in accordance with Article 152 of the Code of Criminal Procedure of the Russian Federation.
Complaints against decisions and actions (inaction) of officials of the investigative bodies in the Armed Forces of the Russian Federation, other troops, military formations and bodies that provide for military service, military investigative bodies and military prosecutors' offices, filed in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation in cases jurisdictional military courts, in accordance with Part 4 of Article 22 of the Federal Constitutional Law “On Military Courts of the Russian Federation” are considered by garrison military courts.
7. It is recommended that judges, in the course of preliminary preparation for a court hearing, find out whether the complaint is within the jurisdiction of this court, whether it was filed by the proper person, whether there is a subject of appeal in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation, and whether the complaint contains the necessary information for its consideration. The decision to schedule a court hearing is formalized by a decree in relation to the requirements of Part 2 of Article 227 of the Code of Criminal Procedure of the Russian Federation.
In cases where the complaint does not contain the necessary information, which prevents its consideration (for example, there is no information about what actions or decisions are being appealed, the complaint is not signed by the applicant, the powers of the applicant’s defense attorney or representative are not confirmed by relevant documents), the complaint must be returned to the applicant for elimination of deficiencies, indicating in the resolution the reasons for the decision and explaining the right to go to court again. In such cases, within the meaning of Article 125 of the Code of Criminal Procedure of the Russian Federation, the period for consideration of the complaint is 5 days, calculated from the moment the complaint is received by the court after the obstacles to its consideration have been eliminated.
8. Taking into account the fact that a complaint on the basis of Article 125 of the Code of Criminal Procedure of the Russian Federation can be filed with the court, and also simultaneously, on the basis of Article 124 of the Code of Criminal Procedure of the Russian Federation - with the prosecutor or the head of the investigative body, it is recommended that judges find out whether the applicant has taken advantage of the right provided for in Article 124 of the Code of Criminal Procedure of the Russian Federation, and whether there is a decision to satisfy such a complaint.
If, based on a complaint received by the court, it is established that the complaint with the same arguments has already been satisfied by the prosecutor or the head of the investigative body, then due to the lack of grounds for verifying the legality and validity of the actions (inaction) or decisions of the official conducting the preliminary investigation, the judge issues a decision to refuse to accept the complaint for consideration, a copy of which is sent to the applicant. If these circumstances are established at the court hearing, then the proceedings on the complaint are subject to termination.
If the applicant disagrees with the decision of the prosecutor or the head of the investigative body, as well as if the requirements contained in the complaint are partially satisfied, the complaint filed with the court is subject to consideration in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation.
If, after the appointment of a court hearing, the complaint is withdrawn by the applicant, the judge makes a decision to terminate the proceedings on the complaint due to the absence of a reason to verify the legality and validity of the actions (inaction) or decision of the official carrying out the criminal prosecution.
9. Recommend that judges, upon receiving a complaint against the actions (inaction) and decisions of officials, at the pre-trial stages of legal proceedings, find out whether the preliminary investigation in the criminal case has not been completed.
If it is established that the criminal case in which the complaint was received has been sent to the court for consideration on the merits or a verdict or other final decision has been made in the case, the judge will accept and consider only complaints about decisions and actions (inaction) of officials affecting the rights and the legitimate interests of applicants who are not parties to the proceedings in this criminal case. Subject to consideration are complaints that raise the question of recognizing as illegal and unfounded decisions and actions (inactions), which, in accordance with the Criminal Procedure Code of the Russian Federation, cannot be the subject of verification of their legality and validity at the stage of judicial proceedings when considering a criminal case by the court, including including in appeal or cassation proceedings (Article 354 of the Code of Criminal Procedure of the Russian Federation).
In other cases, the judge, depending on the stage of the complaint proceedings, makes a decision to refuse to accept the complaint for consideration or to terminate the complaint proceedings due to the fact that the preliminary investigation in the criminal case has been completed and the criminal case has been sent to court for consideration on the merits. At the same time, the applicant is explained that he has the right to raise questions about the recognition of illegal or unfounded decisions and actions (inaction) of officials at the stage of pre-trial proceedings before the court during the trial of a criminal case, as well as when considering the case by a court of appeal or cassation. If the court decision has entered into legal force, the judge issues a ruling refusing to accept the complaint for consideration and explains to the applicant his right to go to court in accordance with Article 402 of the Code of Criminal Procedure of the Russian Federation.
10. By virtue of the provisions of Part 3 of Article 125 of the Code of Criminal Procedure of the Russian Federation, the judge is obliged to provide timely notification of the place, date and time of the court hearing to the applicant, his defense attorney, representative (legal representative), the prosecutor, whose participation is mandatory (clause 8 of Article 37 of the Code of Criminal Procedure of the Russian Federation), the head of the investigative body, investigator conducting an investigation into the case in which the complaint was made.
Other persons whose interests are directly affected by the appealed action (inaction) or decision are subject to notification. Other persons include, for example, the victim in the event of an appeal by the accused against the decision to initiate a criminal case; the suspect (accused) in the event of an appeal by the victim against the decision to terminate the criminal case; suspect, accused if a complaint is filed on their behalf by a defense attorney or legal representative.
Notification of these persons is permitted, including via SMS message, if they agree to be notified in this way and if the fact of sending and delivery of the SMS notification to the addressee is recorded. The fact of consent to receive SMS notification is confirmed by a receipt, which, along with data about the participant in the proceedings and his consent to notification in this way, indicates the mobile phone number to which it is sent.
Failure of duly notified persons to appear at a court hearing does not prevent the consideration of a complaint against the actions and decisions of officials specified in Part 1 of Article 125 of the Code of Criminal Procedure of the Russian Federation. If the applicant and other persons insisting on its consideration with their participation fail to appear at the court hearing for good reasons, the judge makes a decision to postpone the hearing on the complaint and informs them of the date and time of its consideration.
Within the meaning of Article 125 of the Code of Criminal Procedure of the Russian Federation, officials whose actions (inaction) or decisions are appealed may, if there are grounds for this, be summoned to court to clarify the circumstances related to the arguments of the complaint.
11. If the applicant is detained in accordance with Article 108 of the Code of Criminal Procedure of the Russian Federation and requests participation in the consideration of his complaint filed against the actions (inaction) and decisions of the inquirer, investigator, head of the investigative body, prosecutor in the case in which the applicant is suspected or accused of commission of a crime, the judge must take measures to ensure his participation in the court hearing, since on the basis of Part 4 of Article 125 of the Code of Criminal Procedure of the Russian Federation, the applicant has the right to substantiate his complaint, and in conclusion - to make a remark.
If the actions (inaction) and decisions of officials (refusal to accept a report of a crime or to initiate proceedings due to new or newly discovered circumstances, inaction in checking these reports, refusal to initiate a criminal case or to initiate proceedings due to new or newly discovered circumstances, etc. .) are appealed by a convicted person serving a criminal sentence in the form of imprisonment and who has filed a petition to participate in the trial of the complaint, the court may ensure the exercise of the applicant’s right to bring to the attention of the court his position on the complaint under consideration by allowing his lawyer or representative to participate in the court hearing, accepting written appeals, granting the right to appeal a court decision, as well as other methods provided by law.
12. Persons participating in the court hearing have the right to familiarize themselves with the materials of the proceedings on the complaint, as well as submit to the court additional materials related to the complaint. At the same time, courts should keep in mind that disclosure of data contained in the materials of a criminal case is allowed only if it does not contradict the interests of the preliminary investigation and is not associated with a violation of the rights and legitimate interests of participants in criminal proceedings.
When preparing to consider a complaint, the judge, at the request of the persons participating in the court hearing or on his own initiative, requests the materials that served as the basis for the decision or action of the official, as well as other data necessary to verify the arguments of the complaint. The results of the study are reflected in the minutes of the court session, copies of such materials are kept during the complaint proceedings.
13. By virtue of Part 4 of Article 125 of the Code of Criminal Procedure of the Russian Federation, the judge must explain to the persons who appear when summoned their rights and obligations, in particular their right to take part in the court hearing: to file challenges, petitions, present documents, get acquainted with the position of other persons, and give explanations on this matter. The applicant, in addition, is given the right to substantiate his complaint and make a response.
14. When checking the legality and validity of the decision to refuse to initiate a criminal case (Part 1 of Article 148 of the Code of Criminal Procedure of the Russian Federation), the judge is obliged to find out whether the rules governing the procedure for considering a report of a committed or impending crime have been observed (Articles 20, 144, 145 and 151 of the Code of Criminal Procedure of the Russian Federation), and also whether the authorized official made a decision to refuse to initiate a criminal case if there were legal grounds for this, and whether the requirements of Article 148 of the Code of Criminal Procedure of the Russian Federation were met when making it. 15. If the applicant appeals the decision to terminate the criminal case, then when considering such a complaint, the judge, without assessing the evidence available in the case, must find out whether the inquirer, investigator or head of the investigative body has checked and taken into account all the circumstances pointed out by the applicant in the complaint, and whether these circumstances could influence the conclusion that there are grounds to terminate the criminal case. 16. When considering the arguments of a complaint against a decision to initiate a criminal case, the judge should check whether the procedure for making this decision was followed, whether the official who made the relevant decision had the necessary powers, whether there are reasons and grounds for initiating a criminal case, whether there are any circumstances precluding proceedings under business.
In this case, the judge does not have the right to give a legal assessment of the actions of the suspect, as well as the collected materials regarding their completeness and the content of information relevant to establishing the circumstances to be proven, since these issues are subject to resolution during the preliminary investigation and trial of the criminal case.
17. When considering complaints in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation against the refusal of the investigator and interrogating officer to satisfy the requests of the suspect or accused, his defense attorney, as well as the victim, civil plaintiff and civil defendant or their representatives to establish, through the interrogation of witnesses, forensic examination and other investigative actions, the circumstances which, in the opinion of the applicants, are important for the criminal case, the judge checks whether the rights of participants in criminal proceedings were violated when making such a decision (Part 4 of Article 159 of the Code of Criminal Procedure of the Russian Federation). 18. A complaint against a prosecutor's decision to refuse to initiate proceedings due to new or newly discovered circumstances is subject to consideration in the manner prescribed by Article 125 of the Code of Criminal Procedure of the Russian Federation.
In cases where a person serving a sentence under a sentence that has entered into legal force does not agree with the decision of the prosecutor, who, after an inspection, terminated the proceedings initiated by him on the basis of Article 415 of the Code of Criminal Procedure of the Russian Federation, the interested person, in accordance with Part 3 of Article 416 of the Code of Criminal Procedure of the Russian Federation, has the right to appeal decision of the prosecutor to the court, competent to decide the issue of reopening criminal proceedings due to new and newly discovered circumstances in accordance with Article 417 of the Code of Criminal Procedure of the Russian Federation, and not in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation.
19. Based on the provisions of Article 123 of the Code of Criminal Procedure of the Russian Federation, which establishes the right to appeal decisions and actions (inaction) of the prosecutor, in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation, a prosecutor’s decision to apply a preventive measure in the form of house arrest or detention of a person to ensure his possible extradition can be appealed. request of a foreign state, adopted on the basis of a court decision of that state to take him into custody (Part 2 of Article 466 of the Code of Criminal Procedure of the Russian Federation). 20. If the judicial decision taken in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation is not executed by the investigative authorities, the applicant has the right to file a complaint against their inaction. In these cases, as well as when during the judicial consideration of the complaint other violations of the rights and freedoms of citizens and legal entities are revealed, we recommend that the courts, in accordance with Part 4 of Article 29 of the Code of Criminal Procedure of the Russian Federation, issue a private ruling (resolution), in which to draw the attention of officials to the violations committed laws requiring appropriate measures to be taken.
21. When making a ruling recognizing a procedural action (inaction) or decision of an official as illegal or unfounded (clause 1 of part 5 of article 125 of the Code of Criminal Procedure of the Russian Federation), the judge should indicate that he obliges this official to eliminate the violation committed (part 7 of article 148 of the Code of Criminal Procedure of the Russian Federation and part 2 Article 214 of the Code of Criminal Procedure of the Russian Federation). 22. Explain to the courts that on the basis of paragraph 1 of Article 14 of the International Covenant on Civil and Political Rights and paragraph 1 of Article 6 of the Convention for the Protection of Human Rights and Fundamental Freedoms, which proclaim the right of everyone to a competent, independent and impartial court, as well as within the meaning of Part 1 of Article 63 of the Code of Criminal Procedure of the Russian Federation, a judge cannot participate in the re-examination of a complaint in accordance with Article 125 of the Code of Criminal Procedure of the Russian Federation in the event of the cancellation of the original decision on the complaint made with his participation.
23. According to Article 127 of the Code of Criminal Procedure of the Russian Federation, a judge’s decision adopted on a complaint that has not entered into legal force can be appealed in the manner established by Chapters 43 and 45 of the Code of Criminal Procedure of the Russian Federation, and a judge’s decision that has entered into legal force can be appealed in the supervisory procedure established by Chapter 48 of the Code of Criminal Procedure of the Russian Federation.

25. Your prayers, your kind faces will guide me today before the start of the Patriarchal mission, which can be neither easy nor unhindered. There is not and cannot be anything personal or private in the life of the Patriarch: he himself and his whole life belong without reserve to God and the Church, his heart aches for the people of God, especially for those who have fallen away from church unity and who have not yet found faith. Patriarchal service is a special spiritual feat. This feat cannot be accomplished alone or with the support of a limited circle of like-minded people. The entire episcopate, the entirety of the Church with all the diversity of talents inherent in its members, is involved in this feat through prayerful communication and conciliar work.
Therefore, realizing my unworthiness, with great inner trembling I now ascend to the high patriarchal place, humbly committing myself to prayerful intercession before the throne of God to my holy predecessors, the hierarchs of Kyiv and Moscow. My mental gaze also turns to the Most Holy Primates of our Church, especially to those who have carried out this ministry in modern times, starting with the saint and confessor Tikhon and ending with the ever-memorable His Holiness Patriarch Alexy II.
The Patriarch is the guardian of the internal unity of the Church and, together with his fellow episcopates, the guardian of the purity of the faith. I take it as a special sign from God that the Patriarchal enthronement is taking place today, on the day of remembrance of St. Mark of Ephesus, the daring defender and champion of the Orthodox faith. The task of the Patriarch is to prevent differences of opinion, which, according to the words of the Apostle, “must be” (1 Cor. 11:19), from developing into schisms, disorder and false teachings. The patriarch must take care that each individual in all his uniqueness finds his place in the church body and, at the same time, that differences of opinion do not violate the spirit of love and do not weaken the common efforts to build the house of God. “In the main thing there is unity, in the secondary thing there is freedom, in everything there is love,” these words of St. Vincent of Lerins must remain the guiding principle of church life.
The Patriarch is the defender of the external canonical boundaries of the Church. This service takes on special significance in the situation that arose after the formation of independent states in the space of “historical Rus'”. Respecting their sovereignty and caring for the good of each of these states, the Patriarch is at the same time called upon to take care of the preservation and strengthening of spiritual ties between the peoples inhabiting them in the name of preserving the system of values that the united Orthodox civilization of Holy Rus' presents to the world.
The Patriarch’s special concern will be the church preaching of spiritual and moral ideals in relation to the realities of modern life. The testimony of the truth and beauty of Orthodoxy can be accepted and assimilated only when people clearly understand the meaning of this testimony for their personal, family and social life and learn to connect the eternal Divine words with the realities of everyday life, with its worries, joys and sorrows.
Connecting the Orthodox faith and evangelical morality with the everyday thoughts, aspirations and hopes of people means helping them answer the most complex ideological and ethical questions of our time. Faith will become understandable and really in demand, despite all the multiplicity and contradictory views and beliefs existing in society, when a person realizes and deeply feels the undoubted correctness and power of the message that God Himself conveys to people through His Revelation. Human thought and human word cannot be stronger than the word of God. And if this obvious truth does not become obvious to many people, then this only means that the beauty and persuasiveness of the Divine Word is darkened by what today we call the “human factor.”
The Church's witness to the world involves not only preaching from the pulpit, but an open, friendly and interested dialogue in which both sides speak and listen. Through such dialogue, the truths of faith become at least understandable, because they come into creative and living contact with the thoughts and beliefs of people. The Church enriches itself through such dialogue with the knowledge of what modern man is like with his way of thinking and questions to the Church.
Such dialogue also promotes greater mutual understanding between people of different views and beliefs, including religious beliefs, and contributes to the strengthening of civil peace and harmony in our societies and states. Within the framework of benevolent dialogue and cooperation on a constitutional basis, church-state relations should develop, serving the good of the Church and the state, serving the good of the people.
The Primate of each Local Church is called upon, together with his brethren from other Churches, to take care of the unity of Ecumenical Orthodoxy. Thanks for the joint prayer of the First Hierarchs present here and representatives of the Holy Orthodox Churches, I testify that I will always be open to dialogue with the Sister Churches and to joint efforts that would help us strengthen and improve pan-Orthodox cooperation and achieve greater coordination of pastoral and missionary efforts.
The subject of our special concern will be the youth, who today are in especially dire need of spiritual guidance. In an era of moral relativism, when the propaganda of violence and depravity steals the souls of young people, we cannot calmly wait for young people to turn to Christ: we must meet young people halfway - no matter how difficult it may be for us, people of the middle and older generations, - helping them gain faith in God and the meaning of life, and with this the awareness of what true human happiness is. A strong personality, a close-knit and large family, a solidary society - all this is a consequence of the way of thinking and the way of life that stems from sincere and deep faith.
Our Christian duty is to care for the suffering, the orphans, the poor, the disabled, the elderly, the prisoners, the homeless: anyone we can help find hope. The voice of the Church must also become the voice of the weak and powerless, seeking justice.
We have many difficult works ahead of us. And now I remember the sacred covenants of the first and fifteenth Patriarchs. “It is a good deed to decorate and erect churches,” wrote Saint Patriarch Job, “but if at the same time we defile ourselves with passions, then God will not spare either us or our churches.” “A new Rus' will rise, as has happened more than once, from the ashes and from the abyss of sin - a Rus' that has given the world many ascetics of faith and piety, a Rus' that builds churches in cities, towns and hearts, a Rus' that shines throughout the world with truth and love, a holy Rus' " God grant that these inspired words of His Holiness Patriarch Alexy II become prophetic.
I sincerely thank everyone who has gathered here for prayer. I hope that your prayerful support, as well as intercession for me before the God of the entire Church, will never dry up.
